For each levee system inspection our detailed project plan included: schedule, delivery milestones, protocol for client communications, progress measuring and reporting, risk management strategy, quality control plan, change management strategy, detail inspection team composition, Independent Technical Review (ITR) Team composition, a project safety and health plan, and appropriate contact information.
We cataloged and reviewed the documentation provided by the Districts and requested data to fill identified gaps from USACE, the project sponsor and/or maintaining entity. We then completed a walking inspection of the levee systems. The inspection team varied based on the levee system features. For levee embankments the team typically consisted of two geotechnical engineers and two experienced geologists. For pump stations, flood walls and closure structures, the team typically consisted of a geotechnical, structural, civil, electrical, and mechanical engineer. Most small, less than about 8 mile long levee systems were inspected in one day. For longer systems, we typically completed 3 to 10 miles of inspection per day.
