The structure is a four-story, S-shaped building founded on shallow foundations and includes cast-in-place concrete and masonry block cantilevered retaining walls and an anchored soldier pile wall.  

Shannon & Wilson provided an updated geotechnical study addressing the redesign on the housing development after reviewing the existing compaction reports and geotechnical study, observed and tested earthwork, underground utility installation, retaining wall construction, and construction of the dormitory foundation.
