The leader of Shannon & Wilson's Natural Resource Group, Per Johnson is a professional wetland scientist, permitting specialist, and restoration practitioner with more than 20 years of collaborating with creative, multi-disciplinary teams on challenging public and private projects. He brings technical expertise leading field work, authoring discipline reports, preparing environmental permit documentation, conducting quality control, and assisting with project strategy.
Per has delineated wetlands and ordinary high water mark (OHWM) delineations throughout the Pacific Northwest, Alaska, and Midwest using state and federal guidance documents, including the Corps of Engineers Wetland Delineation Manual (1987) and subsequent regional supplements. He has experience using numerous rapid wetland functional assessment methodologies, interpreting their results, and developing successful mitigation strategies to provide functional lift at the watershed scale. Per has designed and contributed to the development and approval of numerous compensatory mitigation plans, mitigation banks, fish passage, and restoration projects.
Using his deep understanding of local, state, federal, and tribal environmental policies and procedures, Per is well suited to contribute early in project scoping, schedule, and strategy. He has successfully managed clients and projects through the environmental permitting process, including approvals from local critical area and shoreline permits, hydraulic project approval, Sections 401, 402, and 404 of the Clean Water Act, Section 10 of the Rivers and Harbors Act, Endangered Species Act, Magnuson-Stevens Fisheries Act, USCG Bridge Permit, and SEPA/NEPA.
